Why this document exists

Art. 14 requires high-risk AI systems to be designed so they can be effectively overseen by natural persons, including the ability to intervene or stop the system. For a traditional AI system making one prediction per request, "human oversight" usually means a human reviews the output before it's used. For an autonomous agent acting in a chain of steps, that model doesn't work — by the time a human reviews the final output, the agent may have already called five tools and modified two records. This procedure defines exactly when an agent must pause and wait for a human.
