Data literacy: how to build it in your organisation step by step
Well-governed data is of little use if people cannot read, question and use it. Data literacy is that ability. And the AI Act, in Article 4, requires providers and deployers to take AI literacy measures for their staff (after the Digital Omnibus it no longer requires guaranteeing a specific level). Here is how to start without a big programme.
What it is and what it is not
Data literacy is not coding. It is like reading a map: you need not be a cartographer, but you must understand scale and legend. Otherwise someone takes you wherever they like.
Three levels to start
- Basic (whole organisation): what data is, what an indicator is, how to spot a misleading chart, basic privacy.
- Advanced user (analysts, managers): data quality, definitions, bias, when to trust a figure.
- Specialist (data owners, stewards, technical staff): governance, quality, lineage and usage rules.
How to do it in five steps
- Measure the starting point with a short survey per team.
- Prioritise teams where a misreading costs most.
- Train with your own cases, 45–60 minutes, not general theory.
- Provide tools: a business glossary and a catalogue to consult.
- Repeat every six months and refresh the cases.
The link to AI
People who use AI without understanding its limits make worse decisions. Article 4 of the AI Act asks for AI literacy measures for staff operating these systems, adapted to their context (the original text required ensuring a sufficient level; the Digital Omnibus reworded it). Recording who was trained and on what helps you show those measures.
