Council of Europe Framework Convention on AI

In a nutshell

The first legally binding international treaty on AI, focused on human rights, democracy and the rule of law, open to countries worldwide.

The Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law was opened for signature in September 2024. The EU and countries inside and outside Europe have signed it; in September 2025 Uruguay became the first in Latin America.

It requires ratifying states to ensure that the AI life cycle respects principles such as dignity, transparency, accountability, non-discrimination and privacy, and to provide remedies to those affected. It applies mainly to the public sector and lets each country decide how it covers the private sector.

Signing is not the same as ratifying: check in each country whether it is in force. For the EU, the AI Act is the main way of implementing it.
