AI regulation in Canada

In a nutshell

Canada has no federal AI law after AIDA lapsed in 2025; PIPEDA, Quebec’s Law 25 and a voluntary code apply.

The federal AI law Canada was working on, AIDA (Artificial Intelligence and Data Act), died when Parliament was dissolved in January 2025, and the government has said it will not return in the same form. In 2026 it published a consultation summary, which is not a bill.

Meanwhile the following apply: the federal privacy law PIPEDA; Quebec's Law 25, which requires informing people of decisions made exclusively through automated processing and allows fines of up to CAD 10 million or 2% of worldwide turnover; and a voluntary code of conduct for generative AI.

For those operating in Quebec, Law 25 is currently the most demanding rule on AI and data.
