Singapore AI governance framework
Singapore’s voluntary guidance for responsible AI, including the first framework for agentic AI (January 2026) and the AI Verify testing toolkit.
Singapore regulates AI mainly through very practical voluntary guidance from the communications authority (IMDA) and the data protection authority (PDPC). Its Model AI Governance Framework was a pioneer in 2019 and was extended to generative AI.
In January 2026 it presented a specific framework for agentic AI, one of the first in the world. It rests on four ideas: limit risks by design, keep accountable humans with approval points, apply technical controls, and give users transparency and the ability to stop the agent. It also offers AI Verify, a testing toolkit for AI systems.
They are not mandatory, but they are a useful reference for any company starting out with AI agents.
