Digital Omnibus on AI
In a nutshell
The 2026 EU regulation that simplified the AI Act and pushed high-risk obligations back to December 2027 and August 2028.
The Digital Omnibus on AI is Regulation (EU) 2026/1744, which amends the AI Act. The Commission proposed it in November 2025 as part of its digital simplification package, and it has been in force since July 2026.
Its main changes:
- Pushes back high-risk obligations: to 2 December 2027 (Annex III) and 2 August 2028 (Annex I).
- Creates a small mid-cap category (fewer than 750 employees) with SME-like relief.
- Softens the AI literacy obligation.
- Moves the processing of sensitive data to detect and correct bias into a new Article 4a.
- Adds a ban on "nudifiers" and AI-generated child sexual abuse material.
- Expands the powers of the AI Office and delays national sandboxes to August 2027.
It means more time, not fewer obligations: the substantive requirements remain the same.
